The Napoleon city council ‘finance and budget’ committee reviewed options to finance the proposed new water treatment plant.  Previously, Napoleon Council had taken-out a short-term note at 1.8 million dollars to pay for rehab of the current water plant.      Council is now recommending that be paid-off; and a new short-term note of 2.5 million dollars be obtained.  The plan proposed by the Napoleon Council committee is to roll that 2.5 million dollar note into long-term financing debt on construction of the water treatment plant.
